The 28-unit Hilltop Manor was built in 1971 and has been fully occupied since. “We have a waiting list of 18 names, so we’re thinking of building a few more apartments,” said Bud Pierce, a member of the housing authority board. Additional units likely would be built along the west side and include more two-bedroom suites.
