Commission approves pay increased for county attorney

Marion County Commission approved extra pay for County Attorney Susan Robson on Monday.

Earlier this year, commissioners approved raises for all elected officials, excluding the county attorney and commissioners. The raises were intended to bring officials’ pay in line with comparable counties.

However, that calculation only accounted for Robson’s duties as a prosecuting attorney, not for advising the county on legal matters, she said. Robson said she surveyed several comparable counties and found that most had a separate county counselor.

Commissioners approved paying Robson $75 per hour, to a maximum of $500 a month, for counselor work. Her county attorney salary is $4,497 per month.

Because county attorney is an elected position, commissioners were required by law to discuss her salary in an open meeting.

Election ties broken

Township clerk elections in which votes were tied were decided by random drawing.

Richard K. Meisinger, Kenneth Robert Novak, and Randy L. Svitak each received one vote in Clark Township. Novak’s name was drawn as the winner.

In Clear Creek Township, Lester W. Kaiser Jr. and William M. Kroupa were tied with two votes each. Kroupa won.

Paige Joslin Ingram won over Tina Marie Mosier in Milton Township. Each had one vote.

In Summit Township, Kenneth Wade Knust and Glenn E. Kyle each had one vote. Knust won.

Kerry W. Hein and Shirley A. Kasper were tied with two votes each in Risley Township. County Clerk Carol Maggard said Kasper had told her she would decline the position if selected, so Hein won the seat.

Holub opposes TIF districts

Commissioner Dan Holub said he was opposed to the formation of tax increment financing districts in Hillsboro and Peabody.

TIF districts allow a city to collect increased property tax revenues created by development within the district — including other government entities’ share of the increased taxes — and use them to defray expenses of development.

Holub said he was displeased that the county and school districts would effectively pay for city development projects.

“I am not interested,” he said.

Hillsboro City Council will have a public hearing regarding a TIF district Dec. 7. Peabody City Council will meet Dec. 13.

In other business:

  • Road and Bridge Superintendent Jim Herzet said several connectors on the Keystone Pipeline are being replaced because the ones installed weren’t of high enough quality steel.
  • Herzet met with commissioners in closed session for five minutes to discuss personnel. No action was taken on return to open session.
  • A Dodge Durango SUV in the Emergency Management Department will be transferred to the Sheriff’s Department for use as a canine transport vehicle. A Chevrolet Impala is being used for the job now but is cramped. A vehicle will be transferred back to the Emergency Management Department to replace the SUV.
  • County Appraiser Cindy Magill met with commissioners in closed session for 10 minutes. On return to open session, commissioners appointed Brian Frese interim deputy appraiser while Deputy Appraiser Debra Weidenheimer is on leave. Pay for extra duties will be set later.
  • Siblings Chris, Heather, Tamra, and Molly Holub expect to have a plan for cabins at Marion County Park and Lake to commissioners for consideration soon. They hope to have concrete poured before Christmas so they can open cabins by Memorial Day, Dan Holub said.

The next commission meeting will be Tuesday.
