Dustin James Bina, son of Mr. and Mrs. Robert Bina of Lincolnville, is "Little Mister New Year" for 1983 at St. Luke Hospital and the winner of the Marion County Record's annual "first baby" contest.

The national recession seems to be forcing Marion retailers to ride out the hard times in hopes of a recovery, according to comments obtained this week from local merchants. Consensus of most merchants is that things seems to be leveling off and turning around. Sales seemed to be a little off from last year, but nothing dramatic.

The Bur Oak which majestically dominates the east bank of Luta Creek at the foot of Elm Street may have been saved due to the compassion of Leta Rees, who has gone into action to save it. This stately Oak has been standing for more than a half-century but has not yet reached middle age. Its future depends on word from experts and compassion of the city commission.

Patrons of Centre Unified School District 397 will vote this spring on whether or not to endorse the closing of Pilsen Elementary School.

Thirty-one years is a long time for meeting deadlines. That's probably one of the best things about retiring as community correspondent for the Marion County Record, said Mrs. J.S. Penner of Hillsboro. Penner, who has writing news for the Ebenfeld community for over three decades, said she is ready to relax from her weekly duties of reporting reunions and family visitors in the area.

Marion County commissioners met Friday afternoon in special session, behind locked courthouse doors. No prior agenda was made available. The public was not made aware of the meeting. Maybe "nothing important" happened, and maybe the commissioners weren't aware that they were breaking the Kansas Open Meetings law (KSA 75-4318). The law was violated. If anyone should file charges and the county found guilty, the penalty is spelled out in KSA 75-4318. It calls for a $500 fine for each violation, and all action taken behind the closed doors in violation of the Open Meetings law becomes void. That's important.
