Agreement approved for landfill closing

Marion County Commission approved an agreement with consultant Jack Chappelle for closure of the county's landfill.

County attorney Susan Robson had negotiated the agreement with Chappelle.

County communications and emergency preparedness director Michele Abbott-Becker informed the commission of FEMA (Federal Emergency Management Agency) had the state of Kansas under declaration for storm damage.

A minimum of $37,500 in losses must be proved by cities and residents within the county to receive funds, said Abbott-Becker. She had contacted the cities and utility companies for cost estimates.

County departments also were contacted. FEMA will collect the data today.

In other business:

— A new computer was approved for the clerk's office from Great Plains Computers and Networking. Three bids were submitted for a Pentium 4 computer with Great Plains submitting the lowest bid of $1,168. Gateway gave a bid of $1,172 plus $60 for shipping, and Dell Computers presented a bid of $1,240 plus $30 for shipping.

County clerk Carol Maggard said a flat-screen monitor also will be purchased for the clerk's office.

— Christie Henry, South Central Kansas Economic Development District microloan director, reported the original grant has been dispersed. Loans were made to qualifying businesses with the $90,000 grant.

One business that had received a loan needed to provide information to SCKEDD in order to close the loan.

Henry said one loan will probably require legal action due to the business not paying on the loan. She suggested the county wait until the properties are sold for not paying property taxes.

There were eight loans made with the funds with one loan paid in full giving the fund $12,000 for a new loan.

— Bill Smithhart, county noxious weed and household hazardous waste director, presented two bids for pesticides.

The commission approved the low bid of $2,048 from Markley Service of Marion. Ag Service of Hillsboro submitted a bid of $2,287.

Smithhart was given permission by the commission to open the gate at the county landfill to treat noxious weeds.

Following a 10-minute executive session with Smithhart to discuss personnel, the commission returned to regular session and gave Smithhart permission to have a 2003 Ford pickup truck repaired by Marion Body Shop for damages incurred this past week.

— David Brazil, county zoning director, distributed an updated draft of zoning regulations.

The commission will not meet Monday but will meet at 9 a.m. Tuesday for payday.
