City of Lincolnville proposes 18 mill increase for 2007 years ago

Public hearing is Aug. 7

A public hearing at 6:30 p.m. Aug. 7 at Lincolnville City Hall will give residents an opportunity to express opinions and concerns about the proposed budget for 2007.

City officials are proposing an 18 mill increase in the general fund tax rate from the current 37.705 to an estimated 55.846. The sewer fund rate remains the same at 3.064, for a total of 58.910 mills compared to the current 40.769.

The increase comes on top of a more than $55,000 jump in property valuations from $705,049 in 2006 to an estimated $760,711.

It is the first increase in nine years.

The proposal includes $12,000 for utilities and maintenance of the new community center. (Rental fees will go into a special savings account for future needs.)

Other proposed amounts include insurance, $6,250; streets, $2,750; city events and celebrations, $1,500; sewer, $2,500; burn site, $1,000; parks and recreation, $6,000; general administration, $9,000; street lights, $4,600; Social Security, $2,000; shop, $5,000; city hall, $2,500; and capital outlay, $2,500.

Lincolnville's only outstanding debt is a lease purchase principal of $37,126.

At a meeting on the budget July 16, council members reinstated the capital improvement fund for the sewer system, beginning Jan. 1, as set forth in Ordinance 182. It states that monthly sewer fees are to be collected "for the repair, restoration, and rehabilitation of existing public facilities."
