Councilman does not want 'asphalt only' in subdivision

Staff reporter

The Marion City Council meeting July 2 was short and sweet without any member of the public in attendance.

The meeting opened with councilman Stacey Collett wanting to clarify the minutes from the previous city council meeting regarding street improvements at Country Club Heights subdivision.

"I am not in favor of only asphalting the streets without curb and gutter," he said.

Collett asked city officials if documentation had been received from residents of Country Club Heights regarding street improvements to which they responded there had not.

The council then was asked if the streets in Country Club Heights should be considered with the city street projects currently being engineered.

A deadline then was proposed to determine if those streets should be included in the current project.

In other business:

— The council approved a bid from Wiebe's Siding of Hillsboro for $2,054 for guttering and down-spouts at Marion Historical Museum. It was reported that water was damaging the foundation of the museum building and new gutters and down-spouts would help the situation.

— Contractors will be working on city streets the next few weeks. Patching crews will fill potholes and make street repairs, followed by overlaying equipment and crews.

— An agreement with Ranson Financial Consultants, LLC, was approved for financial advisory services to the city.

The consulting firm will assist the city with the issuance of bonds, leases, investment portfolios for surplus funds, developing capital improvement programs, analyzing debt capacity, and assistance with various loans and grant programs.

A rate was set in the agreement for debt financing services and hourly charges of $60 to $80 per hour plus expenses for other assistance.

The agreement is for one year.

— The city will donate $150 to Relay for Life of Marion County. Another donation by the city was paying for flyers that were inserted with city bills.

— Two budgeted transfers were approved — $40,000 from the general fund and $60,000 from the electrical fund — to make a pool payment.

— A payment of $62,702 was approved to Walters Morgan Construction for improvements at the city's water treatment plant. The project is now 96 percent completed.

The next regular city council meeting is at 5:30 p.m. Monday at the city building.
