County approves tech fund for district court

Marion County Commission approved an agreement Monday with Eighth Judicial District regarding the establishment of a technology fund.

Cecil Aska of the district told the commission that receipts for the sale of electronic court records will be paid to the county and he suggested those funds be placed in a technology fund for the county's district court.

Currently the state pays for the license of the county's computer court records program and maintenance fees. At some point, the state may relinquish that responsibility to the judicial districts.

County clerk Carol Maggard said the account would be similar to that of the register of deed's technology account.

In other business:

— The commission approved bids from Wichita Door Controls for three courthouse doors.

The west side will have a new door installed, two door closers, two side lights, and two select hinges for $4,452.

The south side will have a new door with a frame and transom, and panic bars for $4,393.

A new door, frame, side light, and panic bars will be installed on the north side for $4,940.

— The commission rescinded a motion from a previous meeting regarding book binding for the register of deeds office.

A new motion was made to approve a bid from Tri-State Binders for $1,501.

— Workers compensation insurance will be paid by the county for independent contractor Jack Boese. Boese was hired to provide masonry repairs at Marion County Lake but is not required by state statute to carry workers compensation insurance. The estimate for the repairs is $3,100. The cost for the insurance through the county's insurance carrier is $296.

— County treasurer Jeannine Bateman presented financial information by way of a memo.

In the memo, Bateman gave $46,342 to the county general fund from the special vehicle fund which is not monitored by the commission and is not a part of the county's budget.

— A salary increase was approved for Bobbi Strait, county sanitarian and zoning administrator, as she completes her first year of service.

— Ty Wheeler of Kansas Legal Services, asked the commission to consider an appropriation of $3,000 for 2008 instead of $2,500 as in previous years.

The private, not-for-profit legal services provided representation to 24 county residents in 2006, with eight being disability claims and seven domestic violence.

The commission will take the request under advisement.

— County communications and emergency management director Michele Abbott-Becker requested and received a 10-minute executive session to discuss personnel.

The meeting reconvened with no decisions.

The next commission meeting is at 9 a.m. Monday in the courthouse.
