County plans to shutdown private salvage operation

A salvage operation that skirts county property will have a week to remove the debris.

Marion County Zoning Administrator Bobbi Strait reported Monday to Marion County Commission that she had not heard from property owner and salvage operator Delbert Thiessen in the time frame he said he would respond.

The commission approved and signed a letter to Thiessen that required him to respond by Monday or the county road and bridge department will remove all vehicles and materials from the right-of-way.

The letter will be hand-delivered by a sheriff deputy.

In other business:

— Two conditional use permits were approved as recommended by Marion County Planning Commission.

Belinda Engler was approved to operate an equine riding school at 1469 260th and Justin, Jess, and Jarvis Whiteman a recreational vehicle storage shed at 1702 220th.

— Cooperative Grain and Supply of Hillsboro presented the low bid for transport fuel of $15,905 for 5,500 gallons of diesel fuel and 2,500 of unleaded which averaged to be $1.95 per gallon for diesel and $1.94 for regular.

Cardie Oil Company of Tampa also presented a bid of $16,038 for the same amount of fuel at an average of $1.97 per gallon for diesel and $1.96 for unleaded.

— Road and bridge superintendent Jim Herzet requested and received a five-minute executive session for personnel. The meeting reconvened with no decisions.

— Acting commission chairman Randy Dallke asked Herzet about the condition of 90th. Herzet said the base was bad and not enough materials were used when it was chipped and sealed last year. The department was planning to tear up the road and redo it.

— Two road crossing permits were approved. Moundridge Telephone Company will install a service drop on 110th and Marion County Rural Water District #4 will replace a line on Mustang.

— The commission will tour the former AMPI building at Hillsboro at 1:30 p.m. Monday as a potential site for the new jail.

The commission toured a building Sept. 11 at Florence but determined the building would require too much work to be used as a jail facility.

Dan Hall of BG Consultants previously had told the commission that existing buildings would not be sufficient for a jail project because jails require certain specifications that commercial buildings do not provide.

Treanor Architects recently told the commission that an existing building could be considered for the project.

— An agreement was approved with McPherson Area Solid Waste Utility for monitoring gas wells at the former landfill site. The county will pay the utility $100 per test which will be conducted four times per year.

— Harvey County Commission has invited a member of the commission to attend a meeting this week to discuss the status of Northview Development Services.

The agency which serves Harvey and Marion counties will have its license for the administrative end of the business revoked Sept. 30.

Dallke volunteered to attend.

Rudy Schmidt of Goessel said he was a member of the original board and remained on the NDS board for 18 years. He, too, was concerned about the organization's status and emphasized the important services the agency provided.

— A lease-purchase agreement with Peabody State Bank was approved for the county's computer equipment.

The total cost of the equipment is $70,545. Peabody State Bank offered an interest rate of 4.81 percent for the three-year lease with the first payment due in 2007.

Other banks from the county who presented quotes and the percentage rates were Pilsen State Bank, 5.2 percent; Cottonwood Valley Bank, 5.339 percent; Citizen State Bank, 5.4 percent; Tampa State Bank, 5.45 percent; Marion National Bank, 5.498 percent; and Central National Bank, 5.75 percent.

Bank of Hays was willing to provide the lease at 4.75 percent but the commission wanted to use a bank within the county.

The commission will meet at 9 a.m. Monday at the courthouse.
