County to set up public building board for jail issue

Marion County Clerk Carol Maggard reported Monday to Marion County Commission that the next step the commission needed to take regarding a new jail project would be to appoint a public building board.

She had been in contact with bond counselor David Artebury of George K. Baum Company and was told there were no other funding options besides sales tax and property tax increases but the county could go ahead and set up the public building board.

In other business:

— Architect Dan Hall of BG Consultants will inspect the county health department building Tuesday.

— Northview Developmental Services will receive a payment of $3,900 from the county which will help with administration fees to set up a new Community Developmental Disability Organization. Originally, $59,500 was budgeted by the county for its share in providing services to disabled Marion County residents.

Commission chairman Randy Dallke said research had indicated that the fee was more than what other counties this size were paying.

NDS was no longer the CDDO, ResCare has been contracted.

— Commissioner Bob Hein asked public utilities director Jim Herzet if the former Roxbury Road was on the list for improvements. Four miles have been completed with four more miles to be completed.

Herzet said the road would be torn up, a new base laid, and then finish next year.

— Herzet reported that funds are not available for the county's 20 percent match for two bridge projects. He asked if the commission wanted more information about the state's revolving loan fund.

The county's share for the two bridges is $240,000. Dallke asked Herzet if the county did bridges every year. Herzet responded they do but sometimes the work is pushed to the next year if funds are not available.

"If we postpone it, there will be more bridges to do the next year," said commissioner Dan Holub.

— The county is considering trading a year old Bobcat loader for a new one at a cost of $4,900. The trade will include another warranty for a year. If the county decides to continue trading the loader each year, then the cost will be between $3,000 and $3,500.

The county paid $49,000 for the new loader. More information will be obtained and presented at the next commission meeting.

— The commission called for a 35-minute executive session to review and discuss applications for the lake superintendent position. Twenty applications had been received.

The next commission meeting is at 9 a.m. Monday in the courthouse.
