Monitoring well still to be installed at former landfill

Even though the weather hasn't been particularly wet this summer, it has hampered the ability for a contractor to dig and install a water monitoring well at the former county landfill.

Marion County Clerk Carol Maggard told Marion County Commission at the July 31 meeting that the county's engineering consultant, Jack Chappelle, was going to check the availability of another company.

Maggard suggested the county provide a rock road for the contractor and for those collecting the water samples.

A three-week extension will be requested by the county, through Chappelle, with Kansas Department of Health and Environment in providing the monitoring.

In other business:

— The county had received two inter-local agreements from cities regarding assistance from the county sheriff's department and zoning administrator with zoning and nuisance issues. City council members and attorneys from Tampa and Ramona approved the agreement. Lincolnville City Attorney Dan Baldwin did not sign the agreement because he does not want the city responsible for injuries to county employees while handling the city issues.

— Sales tax revenue from July was $48,299 which was $9,379 more than July 2006.

— Maggard reported that six tons of paper items that were stored in the attic of the courthouse were shredded.

— The commission will decide at Monday's meeting whether it will continue a second, three-year term as the fiscal agent for the South Central Kansas Homeland Security Region.

Michele Abbott-Becker, director of Marion County Emergency Management, had administrated the program. For her participation, the county would receive $45,400.

— The commission reviewed a proposal from Abbott-Becker regarding a sign-on bonus for new employees in the emergency communications department.

— Jayne Gottschalk, director of department for elderly, requested and received a five-minute executive session to discuss personnel. The meeting reconvened with no decisions.

— Department head evaluations were conducted in executive sessions with Bobbi Strait, zoning administrator/sanitarian; Diedre Serene, public health administrator; Gottschalk; Teresa Huffman, economic development; Abbott-Becker; and Rollin Schmidt, noxious weed/hazardous household waste/transfer station.
