New Year's Eve fireworks planned

Fireworks will be discharged off the Cooperative Grain and Supply elevator at Marion on New Year's Eve.

Marion City Council approved the request made by Michelle Hett Monday evening of the annual event.

In other business:

— An extension to an Southwestern Bell/AT&T franchise was approved. An agreement could not be drawn before the end of the year, when the city's 20-year franchise expires. The extension will be through April 2007 at 2.02 percent.

The council also approved a one percent increase to 3.02 percent for the fee. The fee supports the city's infrastructure. Any increase would be passed on to AT&T customers. In 2006, a revenue of $6,000 was anticipated from the franchise. The motion passed 5-0 for a five-year period.

The recommendations will be used during negotiations.

— Robin Dicks of the Shepherd's Shed on North Cedar, requested a reduction of the city's monthly minimum water charge.

The facility accepts clothing donations and then makes them available for free to those in need. Currently Marion Ministerial Alliance pays for the electricity.

Commissioner Stacey Collett said she also would have a sewer bill from the city with a water bill. Jerry Kline said he didn't think the council should do it. The council agreed that if it allowed a price reduction for one entity, it would have to do so for other similar entities. The request was denied.

— The council approved change orders for improvements at the water treatment plant. The change orders were for $20,296.

Administrator David Mayfield explained there was a $75,000 contingency fund included in the project for this purpose. The change orders also had been approved by the project engineers and USDA Rural Development. The payment would not be made until the project was completed.

Collett asked if these changes were oversights made by the engineers. Street superintendent Marty Fredrickson said some were unknowns and others were safety concerns.

— Todd Heitschmidt and Kline were appointed to one-year terms on Marion Economic Development Advisory Board.

— Tim and Heather Risinger were approved to receive incentives through the city's Bucks for Building program. The Risingers plan to purchase a new house owned by Virgil Buckner in Victoria Heights.

— The council approved the following licenses for 2007: electrical licenses: Glenn Waggoner, Hedlund Electric, Inc.; Jim Davis, Jim Davis Air Conditioning; Lin Slifer and Clyde Secrest, LinCo., Inc.; Fred David and Gilbert Suderman, Elcon Services, Inc.; Kevin Hoffer; Harvey Ray; Harvey Sanders, Sanders Electric; John Britain, MC Radio; and Jeff Ledy, Herington Heating, Air Conditioning, Refrigeration.

Plumbing licenses: Don Druse, Don's Plumbing; Karl Schaffer, Eagle Plumbing Heating and Air; Lester W. Funk, Funk's Supply Inc.; James Carr, James R. Carr Construction; Matthew Hiebert, Jost Plumbing; Anthony F. Schafers, Tony's Plumbing; Harold M. Stultz Jr., Stultz Plumbing Service; DuWayne Suffield, Suffield Heating, Cooling, and Plumbing; Jeff Inlow, Inlow Plumbing Services; Merle Flaming, Flaming's Plumbing; and Jeff Ledy, Herington Heating, Air Conditioning, and Refrigeration.

Cereal malt beverage licenses were issued to VFW Post #6958, Pizza Hut, Casey's Retail Company, Ampride, Carlsons' Grocery, Inc., Sher Bowl Lanes, and Country Lakes Café.

Schwan's Home Services, Inc. was issued a vendor's license, Pizza Hut and The Big Scoop juke box licenses, and Sher Bowl Lanes, video and juke box licenses.

— Mayfield informed the council that a Marion REC gymnastics class was being held in the city auditorium since Movement Connections no longer was in business.

— Williams reported she will give a customer service presentation to Marion County Road and Bridge Department.

The next council meeting will be at 5:30 p.m. Jan. 2 in the city building.
