Permit approved for tree farm operation

Repairs to a walking floor trailer at the transfer station was approved by the commission.

Brazil presented a bid to the commission regarding repairs to a walking floor trailer at the transfer station.

Wilkens Walking Floor Trailers of Stockton provided the bid for the repairs. Originally, $6,500 per trailer was the cost estimate to have the trailers repaired and refurbished.

Brazil said the bid is $16,000 to replace and repair as needed.

Commission chairman Leroy Wetta asked Brazil the trade-in value of the trailers. Brazil said he was not sure and added the other trailer is in similar condition.

A new trailer was recently purchased for $49,600 with plans to repair the two older trailers.

Brazil said he could "hold off on repainting the building" to come up with additional funds for the repairs.

It was determined the repaired trailer may last approximately four years, averaging a cost of $4,000 per year. With the new trailer and repairs to a second trailer, the third trailer could be used sparingly until funds were earmarked for repairs for it.

Department funding allowed $13,000 for repairs to both trailers. There was $5,000 remaining on the line item for the new trailer which would adequately fund the repair of one trailer.

Computer purchase approved

Diedre Serene, county health department administrator, reported her office was in need of two computers. One computer was a planned expenditure with grant funds and the other was due to the computer being inoperable.

The commission approved the purchase of the two computers.

Serene said the main computer that is used by the department secretary "keeps crashing." Great Plains Computers and Networking had replaced the mother board and memory card but the problems still persisted. Great Plains suggested the computer and tower be replaced.

Serene obtained three bids. Dell's bid was $1,116, Gateway $906, and Great Plains $862. The commission approved the Great Plains bid. Some of the funds, $200, for the computer would be obtained from the zoning budget.

Serene said a computer had been budgeted for personnel from a grant. The grant funds will be allocated after July 1. Serene said the computer could be purchased through the health department with reimbursement from the grant once received.

Three bids were reviewed with the commission approving a bid from Great Plains for $873.

The commission also approved contracts for the WIC (Women, Infants, and Children) program. Marion County administers the program to Marion, Dickinson, and Morris counties. The state provides $77,285 for the three counties with Marion County receiving $26,153, Dickinson receiving $39,659, and Morris receiving $11,473. Marion County receives 10 percent from the other two counties to cover the cost of administering the program.

Serene said the amount was determined by the number of case loads which is an increase from last year.

Following a five-minute executive session with Serene, the commission approved supplemental pay for Serene for 16 hours at $18 per hour for a total of $1,080 to complete a bio-terrorism plan and other uncompleted paperwork.

In other business:

— Daryl Thiessen, emergency medical services director, asked the commission's policy regarding ambulance repairs. He reported the transmission on the ambulance used in Tampa needs to be replaced.

Thiessen had three bids from three manufacturers. The commission approved a bid from Jaspar for $2,711. A 36-month, 75,000-mile warranty comes with the new transmission.

While the ambulance is being repaired, the auxiliary ambulance will be used.

— County clerk Carol Maggard distributed budget reports that included expenditures through May.

— County treasurer Jeannine Bateman requested and received a 10-minute executive session to discuss personnel.

Following the session, the commission approved and signed salary changes to reflect "the current alignment of the treasurer's department." The increase is $30 per month per employee.

— Commission conducted personnel evaluations with the county department supervisors prior to the 9 a.m. public meeting and for 40 minutes during the regular meeting.

The next commission meeting will be at 9 a.m. Monday in the courthouse.
